SUPPORTING REGULATORY FRAMEWORK FOR IMPROVING THE BUSINESS – Nº– 2019/407089/1
In the context of this Project implemented by Expertise Advisors, Member of the COWI Consortium, for the ‘FRAMEWORK CONTRACT SIEA 2018 – EuropeAid/138778/DH/SER/Multi – Lot 2: Infrastructure, sustainable growth and jobs’, COWI appointed ADR Center’s CEO – Leonardo D’Urso – and ADR Center’s Local Expert – Ruslan Mirzayev – as Lead Experts in Task 1 and 2 of the Project.
Task 1 – “Assisting Ministry of Justice in drafting normative legal acts on establishment of specialised courts dealing with disputes related to taxes, customs fees, mandatory state social insurance contributions and entrepreneurship activities” and consists inter alia of the following components:
(i) Completing desk review, perform interviews, analyse documents, current situation and legislation;
(ii) Organize workshop (discussion) for the Judicial Legal Council, Supreme Court and Ministry of Justice to present experience of at least two European countries using specialized court systems.
(iii) Develop proposals for drafting normative legal acts.
Task 2 – “Assisting Ministry of Justice in development of proposals on promotion of effective international and national arbitration procedures in the country using best practices” and consists inter alia of the following components:
(i) Complete desk review, perform interviews, analyse documents, current situation and legislation;
(ii) Develop proposal on promotion of international and national arbitration in Azerbaijan;
(iii) Organize workshop (discussion) for the Ministry of Economy, Ministry of Justice, National Confederation of Entrepreneurs’ (Employers’) Organizations and lawyers to present proposals on promotion of international and national arbitration.
The Final Report covering Project Tasks 1 & 2 was successfully completed and published.
